Description
A new port facility had been developed by others in Fujairah in the Middle East to cater for tankers 3,000 DWT up to 120,000 DWT (fully laden) or 145,000 DWT (partly laden). The facility was commissioned in 1998.
Early in the life of the terminal, problems with the performance of the fenders were identified. Initial reports indicated a problem with the fender bolting arrangements and changes were made to the connection system. New rubber elements were also installed. After these modifications had been completed, problems were again evident.
Cullen Grummitt & Roe was commissioned to review the reports that had been prepared on this matter by various parties and to provide an opinion on the Insurer’s responsibility both in terms of the ongoing investigation of the problems and the costs for the repair or replacement of the fender units.
